The Complete Dick Tracy Volume 19 contains the strips written and drawn by Chester Gould originally published in newspapers between the dates July 12th, 1959 and February 19th, 1961.
It includes the following storylines:
- Rhodent
- Flyface & Willie the Fifth
- Spots & Ogden
- Burpie Upp, Fresh Upp Plenty, and Little Boy Beard
- Aunt Soso
The Rhodent storyline is continued from the previous volume. The Aunt Soso storyline is concluded in the subsequent volume.
The book also includes original supplemental material, including the essay "In Pursuit of Sanitation and Sanity" by Jeff Kersten, the essay "Foes, Fashion, and Flies" by Richard Pietrzyk, the essay "Dark Comedy and Careening Imagination" by Max Allan Collins, and the sixth (fifth) entry in the Dick Tracy Family Album & Mug Shot Files series.

- The selection of Flyface (a secondary antagonist) as the volume's cover villain is not necessarily in keeping with the previous volumes' precedent of selecting a primary villain for the cover.
- The strip from February 28th, 1960 is mis-printed with a repeated panel. The full, correct strip is printed in the subsequent volume.
