Steve Roper was a journalist who wrote for Proof magazine. He often worked with private undercover operative Mike Nomad. He had dark wavy hair that was grey at the temples.
At some point in the past, Roper and Nomad had investigated Haf-and-Haf's theft ring that used trained crows. Years later, Haf-and-Haf sought revenge against the pair and tried to kill them with a car bomb while they were visiting Dick Tracy's city.
Roper and Nomad survived, but were later lured into another trap of Haf-and-Haf's. They survived with the help of Dick Tracy. Haf-and-Haf was captured, and Roper and Nomad left the city on a new pursuit.

- Steve Roper and Mike Nomad had been the main characters in an eponymous-named comic strip that ran from 1969-2004. Roper had first appeared in the strip in 1940 when it was published under the title Big Chief Wahoo (a Native American who was the central character in the strip at the time).
