Minty was an associate of the woman called Endless Mahoney. He was an imposing man with short grey hair (white at the temples) that he wore slicked down and parted in the center.
Minty seemed to wear some kind of pince-nez eyeglasses that gave his eyes the appearance of round peppermint candies. He wore a bowtie with a similar pattern.
Raymond Czar and Mr. Mirror[]
Minty and Endless attended the surprise birthday party of Chief Brandon. They were confronted by Dick Tracy as they left. Minty stood by while Endless asked for Tracy's help in finding her husband Raymond Czar, who she believed had been targeted by the hired killer called Mr. Mirror.
Tracy and Sam Catchem went to Czar's hideout, which was abandoned. While there, they were shot at by Mr. Mirror, The detectives then went to Czar's nightclub Razor's Edge. They encountered Minty, who insisted that he worked for Endless Mahoney, not Raymond Czar. This was apparently untrue, as he soon joined Czar at Czar's hotel room and addressed him as "Boss".
