Howie Noel is an American artist from Long Island, New York. He provided the pencils and inking for the Minit Mystery that began on October 6th, 2024. He also writes and draws the webcomic Clew that is heavily-inspired by Dick Tracy.

Noel has been a fan of the character Dick Tracy since he was a child, and he credits the strip for partially motivating his decision to pursue a career as an artist. Noel graduated from the Pratt Institute in Brooklyn, where he majored in Illustration.

Noel maintains a social media presence where he has published a significant amount of Dick Tracy fan art, as well as artwork of several original characters and characters from other franchises. Professionally, Noel illustrated The Adventures of the Amazing Kreskin, an auto-biography of the famous magician.

Howie Noel provided pencils and inks for a six-week-long run of the newspaper comic strip that began on January 4, 2026. The story was written by Matthew K. Manning (who had written the Minit Mystery that Noel had drawn).
