George Brown was a guard at the zoo in Dick Tracy's city. He had a warm relationship with Junior Tracy.
George noticed the frequency with which Thistle Dew, Uncle Punky, and Jimmy-the-Juice were visiting the aviary to pass message through "Stoolie" the talking raven. He reported this unusual activity to Junior, which led to the police investigating the bird.
