Bill "Dollar Bill" Dolan was a petty criminal in Dick Tracy's city. He had long brown hair and a thick moustache. He was typically unkempt and poorly groomed, and he kept a $1 bill tucked into his headband.
Bill sold drugs in the park that was also used as an information hub by Pouch. Pouch objected to Bill's presence and warned him off. When Bill continued to do business in the park, Pouch's associate Tiger Lilly killed him. Lilly dumped Bill's body in the river.
