Dick Tracy on the Beat was planned to be the third original follow-up novel to the 1990 Dick Tracy feature film, set in the same continuity as Dick Tracy Goes to War and Dick Tracy Meets His Match. The novel was to be written by Max Allan Collins, but was cancelled when Collins stopped writing the Dick Tracy comic strip.

The novel was planned to focus on crime and corruption in the music and radio business (specifically the practice known as "payola"). Major characters were to include Tonsils (who had previously appeared in Meet his Match) and Spinner ReCord.
