Charles Neir was a successful businessman in Dick Tracy's city. He had light hair and wore eyeglasses.

When Dick Tracy made his attempt to reform the criminal Lips Manlis, he approached Charles Neir to give Manlis a job. Neir was skeptical, but he agreed to hire Manlis (who now used the name "Bob Honor") as the daytime watchman at his warehouse.

Lips' criminal former associates learned about his new job and targeted the warehouse, believing that if Lips lost he job that he woudl return to a life of crime. The arsonist Cinder Meeglio set a fire at the warehouse, but it was detected by Neir's night watchman, who was injured while putting out the fire.

The fire was extinguished without causing serious damage, and Lips discovered evidence that the fire was caused deliberately. Lips asked Neir to make him the night watchman, since he would be able to detect any further attempts at sabotage or robbery. Neir was hesitant, but he eventually agreed to Lips' plan.

Lips' former gang was able to successful rob the warehouse, kidnapping Lips in the process. Neir was convinced that Lips had planned the entire scheme, and he had fooled Dick Tracy. Lips was eventually able to clear his name, but it is unknown if he continued working for Mr. Neir.
