Agent Laidback was an FBI agent based in Los Angeles. He had short blond hair that he wore swept up. He had the habit of wearing dark glasses, even when indoors.
Laidback was approached by Vic DeVoir, an executive in the entertainment industry. DeVoir complained about his intellectual property being pirated (mostly by the Cellphone gang). Laidback contacted Dick Tracy, who had recently made some arrests of people selling bootleg DVDs.
